In June of 2002, the Governor’s Division of Homeland Security, requested
that all Councils of Government develop Homeland Security Program plans
at the regional level. In September of 2004, STDC developed and completed
the STDC Homeland Security Interoperability Plan. Planning issues related
to communication, in particular, operability and interoperability, as well as
training were highlighted as central focal points for the new program.
Today, the STDC Homeland Security Program is responsible for
planning and developing regional emergency preparedness and
mitigation plans, promoting coordination among regional
first-responder agencies and administering DHS homeland security
grant funding.
